Senator Herring is a member of the Substance Abuse Services Council, an advisory council in the executive branch of state government whose purpose is to advise and make recommendations to the Governor, the General Assembly, and the State Board of Behavioral Health and Developmental Services on broad policies and goals and on the coordination of the Commonwealth's public and private efforts to control substance abuse.
